[Issues] setting satellite map process parameters

Dear All,

when trying to detect short satellite tracks in science frames it is necessary 
to lower the process parameter HOUGH_THRESHOLD from its default value. 

A SatelliteMap is built automatically when making a ReducedScienceFrame. 
However, there seems to be no way currently in the ReduceTask interface to 
pass values through to the SatelliteMap process parameters.
