[Issues] astrometric and photometric accuracies in Astrowise

Hi Philippe,

Thank you for the report.  I believe we may have solved the astrometry part 
of the problem.  It turns out that the derived astrometry has not been 
applied properly to RegriddedFrames due to a bug introduced a month and a 
half ago (see Bad RegriddedFrame astrometry Issue post).

This easily explains the systematic offsets you mentioned, and should affect 
positional differences between the Regridded- and CoaddedRegriddedFrames. 
Please rerun the astrometry analysis from your report and report any 
changes.  If things still look strange, please send me the filenames of the 
input ReducedScienceFrames so I can investigate it directly.  Thanks.
