[Issues] Groningen data- and web-servers down - UPDATE

Dear Astro-Wiser

Unfortunately, due to a problem with the underlying storage of the
Groningen database, the database has become unavailable again. This problem
appears to be very similar to the one experienced last week, so the
expectation is that the storage and database will be back before Tuesday,
2016-03-15T12:00.
