[News] Announcement: New ChipLayout Generator

Hi All,

This is for those who want to visualize their instrument's focal-plane CCD 
geometry.  Read no further if this does not interest you.

The rather basic ChipLayout module has been updated with a more proper 
algorithm and loads of new features.  Prior to now, it only plotted the trim 
region of all CCD in the mosaic.  The new features include:

- prescan/overscan region plotting
- ability to plot an arbitrary set of chips (defaults to all)
- switches to turn off prescan region, overscan region, and origin
   marker plotting
- aspect ratio preservation
