[News] Scamp implemented in AW

The Config module (and so the class ScampConfig) is imported when 'awe' 
is started. But the ScampConfig class is not (yet) defined in 'our' 
(Groningen) database and so an exception is thrown.

For the moment I've made the class ScampConfig non-persistent. First a 
database upgrade is needed on all sites before this class can be made 
persistent in python.
