[Issues] dpu and overscan input check

Dear All,

Fixed by Ewout in $AWEPIPE/DBRecipes/util/ArgumentParser.py.  DPU parser
now checks if the 'oc=' value is identically 0, 1, 2, 3, 4, 5, 6, 7, or
8.  If it is not, it raises an error and tells the user what should have
been used.
