[News] ADD: new appendix on QC

Hi Roeland and Edwin,

I have just committed an appendix to the ADD concerning
QC issues, as suggested by Roeland.
I tried to do a merge of the different documents
and messages on QC from Mark, Roeland, Emmanuel, 
Konrad and myself.
I invite in particular these people (but of course
also anyone else who is interested) to look at the list
and send comments-suggestions on how to improve it
(or directly improve it on the cvs).

I also suggest to Roeland (or Danny) to change
the file name awe-db.tex into appendix_A.tex
for homogeneity so that it will be easier to understand
what it contains.
(cdr.tex should be changed accordingly:
\input awe-db  ->  \input appendix_A)
